  • Receive the petition/application in letter form or pleading and stamp with date and time

  • Issue an Order of Payment accordingly

 

  • Receive the payment and issue official receipt

Issue Notice of Hearing/Application

  • Receive the Application and assign HED case number
  • Prepare Notice of Hearing with dates
  • Furnish IT Section a copy of Notice of Hearing/Application for Website posting

Refer to Posting/Publishing Information or Document in the CAB Website (SOP-PARD-03)

  • Furnish affected Domestic Airlines with the Notice of Hearing/Application and the application through email
  • Prepare Notice of Service

Conduct Hearing

  • Prepare a case folder for each application
  • Receive and hear authenticated documentary and testimonial evidence
  • Mark, compare and validate documents as Exihibits
  • Receive the originally-marked documents
  • Require applicant/s to submit respective Position Paper/s
  • Upload marked documents in HED server for the Hearing Panel

NOTE: If petition is not contentious, require Applicant to submit position paper with supporting documents on the date of hearing

Evaluate Application

  • Review and evaluate submitted documentary evidence and/or oral testimony and report from AORD against existing Bilateral/Multilateral Agreements and Summary of MOUs and position paper/s submitted
  • Prepare Executive Brief with recommendation and submit to OED for signature

NOTE: Petition may be dismissed for non-compliance with the requirements and/or unreasonable postponements/delays (3 postponements by client, except for causes beyond its control)

Forward Executive Brief to OBS

  • Submit signed Executive Brief to OBS with complete supporting documents together with the electronic copy

  • Schedule/Calendar Agenda for Board Meeting

 

 

  • Refer to Reception of Documents for Board Meeting, Facilitation of Conduct of Board Meeting, Issuance of Board Resolution (WI-OBSE-01)

Submit recommendation to the Board for appropriate action either through regular Board Meeting or Ad Referendum action

  • Conduct Board Meeting
  • Act on the presented recommendation

Prepare Board Resolution in accordance with Board Action
