Receiving of application

Conduct initial evaluation of the completeness of the documentary requirements for application.  

If requirements are complete, forward the fully accomplished Completion of Requirements form with all attachments to FMD for payment of filing fee.

If documents are lacking, issue the Completion of Requirements Form to the stakeholder, return or keep the application and inform the applicant of the pending status of the application and the reason(s) for the return.

Note: Application with lacking requirements shall only be considered as officially received upon complete submission of required supporting documents.

Receive Payment

Check the Completion of Requirements Form for the amount of filing fee to be collected.

Issue an Order of Payment accordingly.

Receive the payment and issue Official Receipt

Assign the Routing Number

After verification of the payment of filing fee, Routing Number will be assigned and details of the application will be logged in the DED’s incoming/outgoing database.

Forward the application to ACASFAD for verification.

Verification

ACASFAD verifies the authenticity, adequacy, correctness and validity of the documentary requisites and entries in the application form.

If application is for renewal, check compliance with CAB requirements on (1) submission of financial   reports and (2) payment of required fees and (3) penalties/charges, if any.

If some of the attachments are invalid or if supplementary documents are needed, notify applicant through e-mail or fax.

Note: As per Memorandum Circular No. 4 series of 2016, the 5-day period shall not run until the complete and valid documents are submitted.

Accept Application

 

 

 

 

 

 

 

Accept the application for evaluation and processing.

Assign CAB Case Number.

Log details of application.

Prepare and Issue Notice of Preliminary Hearing to Applicant.                      

  • For new application, applicant shall publish the notice once a week for two (2) consecutive weeks in a newspaper of general circulation and a copy of the Notice of Preliminary Hearing is to be posted in CAB bulletin board and website.

Note: Require the Applicant to provide ACASFAD an Affidavit of Publication.

 

For application for renewal of permit, copy furnish the applicant of the Notice of Preliminary Hearing and post a copy in CAB’s bulletin board and website.

Evaluate the unopposed application

Evaluate the unopposed   application against the list of requirements and based on its financial viability.

If application is opposed, refer to Issuance of Permit to Operate Air Transportation Services SOP-HEXD-01 (Step 04).

Conduct on-site validation

Conduct on-site validation based on the submitted documentary requirements if:

  • New application or
  • Application is renewal but transferred to another office location

Note: If found not compliant to the CAB requirements, require applicant to comply within five (5) working days. Otherwise, issue Notice of Denial.

Prepare Recommendation

If applicant has proven its financial fitness, its willingness to operate, and its ability to perform in accordance with the requested permit, prepare Memorandum and Letter of Authority.

Review Memorandum

Forward Memorandum and Letter of Authority to ACASFAD Chief for review and signing.

Forward Application File to the Executive Director

Forward reviewed / signed Memorandum, Letter of Authority and entire application file to the OED for Executive Director’s approval.

Executive Director approves the Memorandum and Letter of Authority.
